CONCEPT TEXT

Associate Membership

1. Only organisations can become associate members. Such organisations may be non governmental, governmental, academic, educational, victim organisations operating nationally, regionally or locally
2. Only organisations registered and operating in a European country as defined by the Council of Europe can be admitted to associate membership
3. Associate members may attend and speak at annual general meetings but without voting rights
4. In any European country there can be no more than three organisations in associate membership at any one time

Full membership

Full members have the right to vote during the annual conference, may speak and may submit resolutions.
